California Commission Claims Oversight of DSL Lines

The California Public Utilities Commission ruled that it has regulatory oversight for digital-subscriber lines, the high-speed Internet connections known as DSL, making it the first state in the nation to explicitly claim such jurisdiction, lawyers said. The decision could help clarify an issue that has frustrated consumers who wanted to complain to a state agency about their DSL service.
