Applicants for ".biz" Addresses Eligible for Refunds Under Settlement

Consumers who tried to buy certain ".biz" domain names in 2001 will be eligible for refunds now that Internet address seller NeuLevel Inc. has settled claims that it staged an illegal lottery to dole out the names. Under the proposed settlement, reached Dec. 13 but not made public immediately, Internet users who tried to buy .biz addresses will receive up to $2 for each application they submitted.
