Despite Lawsuits, Some Experts Doubt Spam Will Improve

The recently enacted "Can-Spam Act" might make it easier for Internet service providers to sue junk e-mailers, but several experts said that ISPs have been suing for years only to see the spam problem grow worse. "Suing spammers will stop those spammers. But as time has shown new spammers will come in to take their place," said Ray Everett-Church, chief privacy officer of the E-Privacy Group.
