FTC Chairman Still Skeptical of Creating Do-Not-E-mail List

The chairman of the Federal Trade Commission said he is skeptical that a national anti-spam list will mean fewer unwanted E-mails for computer users. The federal "CanSpam" legislation that went into effect Jan. 1 encourages the agency to create a "do-not-spam" list of E-mail addresses.
